First you need to go to a Mexican consulate (check the website of your local consulate for requirements, but you can go to any one). Once you get pre-approved there, you have a six month window to visit Mexico to get your "canje" (which means "change"- changing your pre-approved residency stamp in your passport to a physical residency card).
